3. Performance evaluation of the state government of Mato Grosso in the Public Security Policy

This section analyzes the performance of regions observing two dimensions of each indicator. In the first dimension, the level of standardized indicator (scale 0-1) in the year of assessment is observed, in order to compare their results with other regions. In the second dimension, the relative variation in gross regional indicator is compared to the previous year, to evaluate the temporal performance of the observation unit and verify if worsened, or if there was improvement or stabilization.

In the analysis of each indicator is shown a scatter chart, a table (with standardized indicators and the relative variation of the indicator gross) and a map showing the spatial distribution of the indicator whose colors depict the result of the values obtained in each dimension. The ranges of values are classified into five categories (high, medium high, medium, medium-low and low). The increase of intensity of the indicator reveals increases in the levels of the analyzed indicator, and therefore a worsening situation of the region.

One should remember that the reading of the scatter chart should be made as follows: The y-axis presents values for the standardized indicator, having a scale ranging from 0 to 1, obtained for the year 2010 in each of the regional selected for the study. The x-axis presents the relative variation of the gross values of the indicator between the years 2009 and 2010. The vertical line that crosses the x-axis at exactly the value 0 (zero) separates the region with regard to the relative variation. In this way, the region arranged on the left of this line had a decrease in the gross indicator from the period 2009-2010, and therefore an improvement of the situation in the region. On the other hand, the regions arranged on the right of this line had a growth the gross value of the indicator between 2009 and 2010, and thus the situation of the region worsened. Finally, the regionals located exactly at the value 0 (zero) in the x-axis are those whose gross indicator did not change during the study period. In the y-axis, we can find standardized values of the indicators for 2010. Values closer to 1 (one) show high levels of occurrence of the pointed phenomenon, and therefore a worse relative position on the regional. Values closer to 0 (zero) present low levels of occurrence of the phenomenon measured and, therefore, a better relative position.
