Introduction

This work presents the “Diagnostics Performance of the State of Mato Grosso in the Public Security Policy” study conducted by the Centre for Metropolitan Studies/CEBRAP in partnership with the Accounting Court of the State of Mato Grosso. This project continues the innovative approach of the Court of the State of Mato Grosso, which launched “Diagnostics Performance of the State and the municipalities of Mato Grosso in health and education policies.” The initiative aimed to make the evaluation results public information for political leaders and public servants of the State of Mato Grosso, in particular, and for the population, in general. This work continues that initiative, including the security area in the sphere of performance assessments of the Accounting Court of the State of Mato Grosso.

The evaluation model is used to quantify the prevalence of the problem of violence and crime in the state, comparing various dimensions across regions and its temporal evolution. Public security was thus measured by indicators of victimization and criminality in each observation unit. The model allows users to evaluate the variation of the results of the action of the state government of Mato Grosso through the spatial distribution of indicators by regions of the state. Observation units of the model are 16 regions whose geographic division is closely related to the regional Civil Judicial Police of Mato Grosso.

The selected indicators were organized into a panel for monitoring, evaluation and control, to measure the performance of different dimensions of the phenomenon. Besides the multitude of dimensions addressed, the indicators were treated to allow a dual strategy of comparison. The performance of each region is compared with other regions of the state in the year of interest, and the performance of each region this year is compared to their own performance at an earlier point in time. Thus, two dimensions are presented for comparison: external comparison between observation units (regions) and internal comparison (evolution of the region in time). As a result, the scoreboard also features two final levels according each of those dimensions: Crime and Victimization Index and the Change Index. The first indicates the results of external comparison (between regions) and the second evaluates the results of the evolution of each unit in the previous year.

This report refers to the final product of the technical cooperation project between the Center for Metropolitan Studies and the Accounting Court of the State of Mato Grosso. Its contents consist of the presentation of the results of the evaluation model of public security policy.

The First Part presents (i) the evaluation model, the selected indicators and regionalization adopted for the observation units. Following the main results for the regions are (ii) presented according to the Index of Crime and Victimization (2010) and the Change Index (2009-2010) of the Policy Evaluation Model of Public Security in 2010. Finally, (iii) the evaluation of policy performance in each of the dimensions that comprise the model is presented, according to the rate of the year and its change for different regions of the diagnosis.
