Governança em grandes metrópoles: París, Londres, Cidade do México
4o SEMINÁRIO INTERNACIONAL GOVERNANÇA EM GRANDES METRÓPOLES: PARIS, LONDRES, CIDADE DO MEXICO, MILÃO E SÃO PAULO
A nossa expectativa não é encontrar padrões únicos e coerentes em cada uma das cidades (nem entre elas), mas diferentes padrões por área de políticas operadas por diferentes combinações de agências do Estado nos diversos níveis de poder do governo, bem como grupos (legais e ilegais) dentro da sociedade civil. O problema envolve uma longa tradição na ciência política, mas nossa meta é ir além da questão clássica de "quem governa?" e investigar "quem governa o quê?" (e "como?"), bem como com "quem governa o que o Estado não governa?". A comparação segue o desenho de estudo de caso, investigando a presença de processos e sua ordem e combinação, em ordem específica, que são as condições de formação e a operação de vários padrões de governança. As diferenças existentes são produto de histórias, grupos de atores, processos existentes e instituições em cada cidade e em cada país.
A existência de regularidades, contudo, permite mover-nos em direção a uma contribuição teórica sobre o poder e o governo na cidade aplicável às cidades tanto no Sul como no Norte Global. Esta tarefa, contudo, depende do estabelecimento de um conceito amplo o suficiente para cercar a variabilidade completa do fenômeno, e não parte de pressupostos normativos sobre os trabalhos de governos e políticas, como faz uma parte substancial da literatura existente.
O projeto desenvolveu seminários previamente realizados em Paris, Cidade do México e Londres, bem como sessões em encontros da Associação Internacional de Sociologia (ISA-International Sociological Association).

A pesquisa que foi apresentada no quarto seminário do projeto comparativo do CEM - "Governança nas grande metrópoles: Paris, Londres, Cidade do Mexico, Milão e São Paulo" - objetivou a análise dos padrões de governo e de governança em São Paulo, Paris, Londres, Milão e Cidade do México, na busca de regularidades e diferenças. A investigação é desenvolvida pelo Centro de Estudos da Metrópole (CEM) em colaboração com pesquisadores da Science Po/Paris, Bartlett School/UCL, Milan Biccoca and Colegio de Mexico.
