Master Plan of the City of São Paulo

The Center for Metropolitan Studies has supported the revision of the master plan, considering the systematization of the participative process, the adjustment of cartographies, and generating data analysis.

As part of the wide participative process which involved the proposal for a new Master Plan for the City of São Paulo and for the replaCEMent of this Strategic Master Plan (Act Project 688/2013, as reported by Nabil Bonduki), the Center for Metropolitan Studies published its contribution to the work executed by the Commission on Urban Policy. The CEM team which participated in these works was coordinated by researcher and professor Eduardo Cesar Leão Marques, from the Political Science department in the University of São Paulo, and by Luciana Royer, who integrates the Laboratory of Housing and Human Settlements at FAU-USP.

These works, which integrate CEM Transference Studies, concern: i) The support of the participative process, systematizing the contributions presented in public meetings so they could be incorporated on the project; ii) a strict adjustment of the original cartographies (considering the right size of blocks, the removal of inconsistencies and overlap mistakes); and iii) data analysis, aiming at precisely describing the proposals for the master plan (general ones, at first), which as a consequence provided a more detailed definition of the axis (considering a typological study done by CEM researchers), a redesign of the macro-areas (subdividing several of them when a study on vulnerability was considered), the creation of hierarchies of parks and green areas and the creation of the rural zone.

CEM’s contribution is based on a context of academic research in the Social Sciences, which includes the database production and cartographies adjustment (geoprocessing), and also the development of socioeconomic and spatial data analysis.

CEM is a research center financed by FAPESP (CEPID) and by CNPq (INCT), located in the University of São Paulo and in CEBRAP.
