In the following items below we will present the description and interpretation for the health indicators used in the model. 

 

Early neonatal mortality rate

Concept: number of deaths from 0 to 6 days of life, per thousand live births for a population living in a determined geographical space within the considered year/period. It estimates the risk of a live born dying during the first week of life.

Child mortality rate

Concept: number of deaths for children under one year of age, per live births for a population living in a determined geographical space within the considered year/period. 

Calculation method:

Proportion of live births from mothers with 7 or more prenatal medical visits

Concept: percentage of live births from mothers with seven or more prenatal medical visits for the total of live births in a determined geographical space within the considered year/period.

Hospitalization rate due to stroke (CVA)

Concept: number of hospitalizations due to CVA – cerebrovascular accident (selected procedures) in the age range of 40 or more (2004-2006) and in the age range from 30 to 59 (2007-2009, 2010-2012 and 2012-2014) per place of residence. This information is obtained from the AIH (RD) movement archives.

* Population coverage estimated by the basic teams of oral health

 Concept: shows the estimated proportion of the population covered by oral health teams.

Calculation method:

Analyzed units: Brazilian municipalities.

Period: 2008-2009, 2010-2012 and 2012-2014.

Average basic individual dental procedures 

Concept: presented amount of the selected procedures within the year/period. Data from SIA/SUS were calculated by using the billing month concept.

* Ratio for cytopathology exams in women from 25 to 59 years and from 25 to 64 years of age within the feminine population in this age range

Concept: measures – in the form of ratio – the number of cervical-vaginal cytopathology exams in women from 25 to 64 years of age within the female population in this age range, per place of residency within a determined place and period.

Tetravalent vaccine coverage (DTP/Hib)

Concept: For the Tetravalent (DTP/Hib) the number of third doses applied in the age range of children under 1 is taken into account. In 2002 the tetravalent vaccine was implemented as so to replace the isolated DTP and Hib vaccines for children under 1 year of age. Due to the gradual nature of its implementation and the need to use isolated DTP and Hib vaccines until December 2002 it becomes necessary to sum up the vaccines for the calculation of vaccine coverage in the following manner: for diphtheria, tetanus and pertussis the third doses for the DTP vaccine and the tetravalent vaccine must be summed up. The coverage calculation formula is the number of applied doses for the indicated dose (1st, 2nd, 3rd dose or single dose, according to each vaccine) divided by the target population, multiplied by 100. For the tetravalent (DPP/Hib) we take into account the number of third doses applied in the age range of under 1.

* Vaccination coverage tetra / penta

Concept: The coverage calculation formula is the number of applied doses of the indicated dose (1st, 2nd, 3rd single dose or dose, as the vaccine) divided by the target population, multiplied by 100. For the tetra / penta (DTP) considers the number of third doses applied in the age group of children under 1 year.

Tuberculosis incidence rate

Concept: number of new confirmed cases of tuberculosis (all forms) per 100 thousand inhabitants in the resident population in a determined geographical space within the considered year (codes A15 to A19 in the CID-10). The definition for confirmed case of tuberculosis is based on criteria adopted by the Ministry of Health in order to guide the disease’s epidemiological surveillance across the country. It estimates the risk of and individual developing tuberculosis in any of its clinical forms.

• EDUCATION FIELD

 

 * Potential Coverage until 6 years of age

Concept: Ratio between the total number of enrollments in the public and private child education system (daycare and pre-school) and in the first year of fundamental education, for the numerator, and the population in the age range from 0 to 6, in the denominator.

Disapproval rate

Concept: The proportion of students who failed a year, over the total number of enrollments per administrative dependency, education level and grade groups.

Due to it being considered a relevant indicator for results it will be used to evaluate the municipal system among students until the 4th grade and those from the 5th to 8th grade.

* Dropout rate

Concept: The proportion of students who dropped out of school over the total enrollment, per administrative dependency, education level and grade groups.

Due to it being considered a relevant indicator for results it will be used to evaluate the municipal system among students until the 4th grade and those from the 5th to 8th grade.

* Age-grade distortion

Concept: The proportion of students in a certain grade with age superior to the one expected from this same grade in relation to the enrollment total.

* Proportion of schools with a standardized score in Prova Brasil inferior to the standardized average in Brazil

 Concept: Proportion of schools in each municipality that obtained a standardized score in Prova Brasil inferior to the standardized average in the Brazilian municipal system.
