Research and Policy Workshop

The expansion of higher education and the restructuring of the labor market: access and opportunity in Brazil, India and the UK.

Open session on April 13, 2011

Brazil and India have experienced rapid growth and are predicted to become leading world economies by 2050. Both have higher education sectors that have grown and diversified considerably in the last 30 years, which is seen as being key to their development of skills and knowledge to promote innovation, growth and global competitiveness. However, as in developed countries, the expansion of higher education and economic development has mainly benefited those with existing educational and social advantages, despite initiatives to extend equality of opportunity and improve educational access to disadvantaged groups.

This one-day consultative workshop brought together senior Brazilian academics and policy makers to discuss comparative policy-related research being undertaken by interdisciplinary research teams in Brazil, India and the UK. The researchers’ brief is to assess the quality and potential of statistical data in Brazil and India relating to individual and social returns to higher education participation and the relationship between higher education, labor market change and opportunity. An important element of the project is to engage with key stakeholders and experts in the relevant field in each country to clarify priorities for future research and data collection, that can better inform higher education and employment policy and practice.

This is an international project funded by the UK Economic and Social Research Council (ESRC).
