The impact of the Quota Law: diagnosis and prospects

On 31 October, the CEM jointly with the Department of Sociology of the University of São Paulo promotes seminar on the law of Quotas, which will be presented by Professo João Feres Junior (IESP / UERJ) with a study that compares the profile of affirmative action policies before and after the "Quota Law" in order to estimate their impact on federal higher education.

The event was held by CEM with collaboration from the Department of Sociology at USP. Dr. João Feres Junior (IESP/UERJ) presented a study that compares the profile of affirmative action policies before and after the “Quota Law.”

The presentation compared the profile of affirmative action policies before and after the adoption of Law No. 12.711 (enacted August 29, 2012), known as the Quota Law, to estimate its impact on federal higher education. The databases used are the annual surveys of 2012 and 2013 produced by Group Multidisciplinary Studies Affirmative Action (GEMAA), in which data are collected for the year of implementation of policies, their regional distribution, identification of beneficiaries, modality (dimension, bonuses, etc.), quality of the university, reserve size, etc.

The study shows that in its first year the law caused a significant increase in the number of seats reserved, particularly for blacks, mulattos and native Americans (PPI). In a second step, and using different methodology, we estimate the competitiveness gap between groups of beneficiaries of the law (poor whites, poor PPIs, white non-poor and non-poor PPIs), comparing the size of the buffer for each group in each state with its effective presence in public schools. This exercise shows that the law creates an asymmetric structure of competitiveness largely produced by the income variable, which is one of the criteria for beneficiaries.

The presentation was held in the Social Sciences Building, in the Council Chamber of the Department of Sociology (1041) at USP.
