Measuring the Strength of School to Work Linkages: A Strategy for Comparative Research, by  Thomas Di Prete (Columbia University)

Abstract:

In the past quarter-century a large literature has emerged on how educational systems are linked to labor markets in different countries. Many scholars argue that poor linkages between school and work can raise youth unemployment rates.  More generally, mainstream economists assert that rising inequality is a consequence of rising relative demand for skilled workers outpacing growth in the supply of skilled workers, and scholars increasingly recognize that the “supply of skilled workers” is dependent in part on how effectively skill is matched to the skill requirements of jobs.  Empirical analyses of how educational systems influence the effect of educational outcomes on labor market outcomes have largely relied on broad institutional characterizations such as stratification, standardization, and vocational specificity.  While very useful, these characterizations do not provide rigorous measures of the character and strength of school to work linkages.

We propose a new measure of linkage between educational categories and labor market positions that is based on multi-group segregation research and that allows rigorous measurement at the level of countries and rigorous comparison across countries. Preliminary results will be discussed for Germany, the United States, and the UK, three countries whose educational systems differ substantially in institutional terms.
